Underline was founded in 2019 with a singular mission: to ensure the vibrancy of our nation through building intelligent community infrastructure in a socially equitable manner. We work with American communities to design, finance, and construct open access fiber-optic networks. These networks are critical to secure internet access that’s fast, affordable, and fair. As open access networks, this infrastructure is also the essential foundation for distributed healthcare services, new wireless solutions, and resilient infrastructure including modernized water systems and responsible energy creation. Our first two projects are in Colorado Springs and Fountain, Colorado.

From project qualification and design through punch-list and close-out, the OSP Construction Specialist will ensure that projects are completed to client and internal specification, on time and within budget. As such, this position requires experience with OSP and moderate ISP cable construction in aerial and underground facilities with a thorough knowledge of all issues related to local and state permitting including pole and conduit licensing procedures from Utilities. The OSP CS must also be able to manage multiple projects simultaneously with many different construction contractors. The candidate must be local to the Colorado Springs (El Paso, County) market as travel to sites will be required.

• Provide quality control audits on all OSP-related projects including UG / Aerial construction and drop installation
• Perform site walk inspections on new extensions to determine and outline the most efficient route from a financial and build perspective
• Manage all external vendors necessary for completion on time and within budget
• Conduct initial constructability review in accordance with project specifications
• Manage development of permit and construction plans
• Oversee site construction, managing schedules and subcontractors to customer and internal requirements.
• Coordinate all construction activities with local and state agencies with regards to permitting and licensing
• May require light construction-related activity such as proofing conduit
• Responsible for problem-solving issues that may occur onsite and make recommendations based on priority and need to ensure the project timelines and budget are maintained

• 1-3 years of experience supervising OSP contractor construction activities
• Knowledge of Outside Plant Construction techniques (aerial & underground) and ISP experience
• Working knowledge of NESC, NEC and OSHA standards preferred
• Strong project management skills and attention-to-detail

• Understanding of local, El Paso County, or Colorado permitting and licensing requirements
