Since 2021, Underline has privately funded and constructed a fiber-to-the-community network in El Paso County, serving every client segment with ultra-fast and reliable connectivity services ranging from internet to layer two and other cybersecure solutions. To date, Underline has constructed a fiber network capable of serving half of all the residential and commercial properties in the city of Colorado Springs—at no cost to the City or its taxpayers. In addition to residents, small businesses, and non-profits, Underline is the trusted provider for the Colorado Springs Chamber & EDC, Better Business Bureau, Space ISAC, UCCS, D8, D11, D12 Schools, Catalyst Campus, Bluestaq, and a number of Norwood and Weidner properties and developments.
This year, Underline continues its investment across El Paso County, deepening strategic partnerships with the City of Colorado Springs, the City of Fountain, and the business community.

With its third phase of construction underway in El Paso County, Underline is on track to directly serve 100,000 residents and businesses.
Underline has also expanded its footprint with the acquisition of PCI Broadband, now re-branded as PCI Fiber (PCI). PCI has been serving El Paso County for more than 15 years and has multiple agreements in place to serve residential developments. PCI’s network is complementary to the Underline network, and expands Underline’s footprint to additional neighborhoods including Gold Hill Mesa, Sterling Ranch, Forest Meadows, Tuscany, CSN, Lincoln, Saddle Back and Presidio. Underline will invest additional private capital to upgrade the network and expand service to more residents. This is Underline’s second acquisition in the region.
Across its own network, Underline continues to win competitive processes to serve marquee Enterprise clients and property developers across the County, supporting the economic development goals laid out by the Colorado Springs Chamber & EDC. Over the last six months, notable deals include:
- Confidential data center client: Significant award to build new fiber plant to serve the data center operator and multiple tenants
- Switchbacks FC soccer stadium: Award to upgrade service, deepening the partnership with Weidner, the stadium developer and team owner
- City of Fountain and Fountain Utilities: Broadened and extended existing contracts to serve the City and its Utility operations
- Four Multi-Dwelling Unit (MDU) complexes: Awards to extend and install fiber infrastructure and deliver service to residents
- Two master-planned communities: Awards to construct fiber infrastructure to deliver internet and related services community-wide to serve both residential and business clients
